Public knowledge is an ecosystem, not one database. Libraries, research communities, and public institutions help people discover information, but access and reuse are separate questions.

Accessible to read does not automatically mean licensed to redistribute.

## Four ideas worth separating

**Publicly accessible**

You can view the material. Copyright, privacy, contractual, or other restrictions may still apply.

**Open data**

Data available under conditions permitting use, modification, and sharing. Check the actual license, attribution, format, and any excluded material.

**Open access**

Research available to read without a paywall. The label alone does not settle every reuse right; read the license attached to the work.

**Open license**

Express permission to reuse under stated conditions. Different licenses impose different obligations, and cannot grant rights the licensor does not own.

## Before sharing or adapting

Identify the rights holder and the license for the specific item, not just the website. Check attribution, change notices, and third-party exclusions. Avoid assuming that an official publication is in the public domain.

For example, [CC BY 4.0](https://creativecommons.org/licenses/by/4.0/) permits sharing and adaptation, including commercially, with attribution, a license link, and an indication of changes. Privacy and other rights can still limit a particular use.

**Our approach:** original Universal OSINT educational text and graphics are CC BY 4.0. External datasets and linked publications keep their own terms. See [our reuse policy](https://universalosint.org/about/#reuse).

## Definitions and license terms

[Open Knowledge Foundation's Open Definition](https://opendefinition.org/od/2.1/en/) explains openness; [Creative Commons' CC BY 4.0 summary](https://creativecommons.org/licenses/by/4.0/) links to the legal license. These are primary references from their publishers, not government guidance or legal advice.

## Explore responsibly

Browse [institutional sources](https://universalosint.org/sources/) and review [ethical boundaries](https://universalosint.org/ethics-and-responsibility/).

Original educational text: [CC BY 4.0](https://creativecommons.org/licenses/by/4.0/). Third-party sources retain their own terms.
